Getting mortgage-ready in Egypt: the rules, the rates and the documents
The short answer
Mortgages in Egypt are for finished homes that are registered or can be registered. Banks typically finance up to 80% of the price, cap your monthly payment at 40% of net income and want the loan repaid by age 60 to 65. The government initiative charges 12% for middle incomes on homes up to EGP 2.5 million; commercial rates were about 18% to 24% in 2026. Off-plan homes are usually bought on developer instalments instead.
Key numbers

Mortgage or developer plan: which one applies to you
In Egypt, how you pay depends mostly on whether the home is finished.
| Mortgage | Developer payment plan | |
|---|---|---|
| The home | Finished, ready to live in, registered or registrable | Off-plan or under construction, or a developer's ready unit |
| Who lends | A bank, or a mortgage finance company licensed by the Financial Regulatory Authority (FRA) | The developer, through instalments in your contract |
| Interest | 12% under the middle-income initiative; about 18% to 24% at commercial rates (mid-2026) | Usually none on paper; the cost is built into the price |
| Term | Up to 25 to 30 years at most banks (20 at some) | Typically 6 to 12 years |
| Paperwork | Income checks, valuation, legal review of the title | The developer's contract |
That's why most new-project buyers in Egypt never use a mortgage: banks and mortgage companies lend against a finished unit with clean papers, and an off-plan unit has neither yet. A mortgage becomes the right tool when you buy a ready home, usually a resale, and want to spread the cost over 20 years or more.
The rules lenders apply
Each lender sets its own policy, but these limits are the ones you'll meet almost everywhere.
| Rule | Typical limit |
|---|---|
| Monthly mortgage payment | Up to 40% of your net income at banks. All loan payments together up to 50%. Mortgage finance companies allow up to 50% of income for the mortgage. |
| How much of the price is financed | Up to 80% at banks, so you need at least 20% as a down payment. Mortgage finance companies may finance up to 90%. |
| Age when the loan ends | 60 for employees and 65 for business owners at many banks; under the government initiative, usually 65 or retirement age. |
| The home | Fully finished, with utility meters installed, and registered or able to be registered. |
| You | At least 21, with proof of a stable income. |
The government initiative: 12% for middle incomes
The Social Housing and Mortgage Finance Support Fund, with the Central Bank of Egypt, runs subsidised mortgages through banks and mortgage finance companies. For loans approved since 15 October 2025:
- Middle income: 12% a year, on a reducing balance. Your net income must be up to EGP 40,000 a month if single, or EGP 50,000 for a family. The home can cost up to EGP 2.5 million, the loan is up to EGP 2 million, at least 20% is paid as a down payment, and the term is up to 25 years at most lenders.
- Low income: 8% a year. The income limits are set by each Social Housing announcement, so check the current offer before you apply.
- The initiative is for Egyptians living in Egypt, buying a fully finished home.
The initiative's rates were 3% and 8% before October 2025, and you'll still see those numbers online. They apply only to older loans.
Commercial mortgages: what they really cost
Outside the initiative, banks price mortgages off the Central Bank's rates. At its 24 September 2026 meeting, the Central Bank kept its overnight lending rate at 20%, and published bank mortgage rates in mid-2026 ranged from about 18% to 24%.
Here is what that means in monthly terms:
| Loan | Rate | Term | Monthly payment | Net income needed at 40% |
|---|---|---|---|---|
| EGP 3,000,000 | 22% | 20 years | about EGP 55,700 | about EGP 139,000 |
| EGP 2,000,000 | 12% (initiative) | 25 years | about EGP 21,100 | about EGP 52,700 |
| EGP 1,500,000 | 12% (initiative) | 25 years | about EGP 15,800 | about EGP 39,500 |
Two things follow. A commercial mortgage only makes sense on a high, stable income, or as a bridge you plan to repay early. And under the initiative, the income cap and the 40% rule work against each other: a family at the EGP 50,000 cap can carry a payment of about EGP 20,000, which supports a loan of about EGP 1.9 million over 25 years, not the full EGP 2 million.
The documents to gather now
Lenders ask for much the same file. Gathering it before you find the home saves weeks.
Your readiness plan, step by step
- Check your numbers with the calculator below: your maximum monthly payment, how many years you can borrow for, and the loan your income supports.
- Get your I-Score report and clear any late payments. A clean record matters more than a high salary.
- Save the down payment and costs. Plan for at least 20% of the price, plus the lender's fees, the valuation, registration and your lawyer.
- Talk to two or three lenders before you choose a home. Compare the rate, whether it is fixed or variable, early repayment fees and the maximum term for your age.
- Ask for a pre-approval in writing. It tells you, and sellers, what you can really pay.
- Choose a home that qualifies: finished, with meters, and with papers that can be registered. Ask the seller early whether the home is registered at the Real Estate Registry (Shahr El Akary).
- Allow time. Approval and registration can take several months, so agree a realistic timeline with the seller and make it a condition of the deposit agreement.

Questions people ask
Can I get a mortgage on an off-plan unit in Egypt?
Usually not. Banks and mortgage finance companies lend on finished homes with utility meters and papers that can be registered. Off-plan units are normally paid for through the developer's instalment plan, and you can refinance with a mortgage after handover if the unit's papers allow it.
How much of my salary can go on the mortgage?
At banks, the mortgage payment is usually capped at 40% of your net monthly income, and all your loan payments together at 50%. Mortgage finance companies licensed by the FRA may allow the mortgage payment up to 50% of income.
Who qualifies for the 12% mortgage initiative?
Egyptians living in Egypt with a net monthly income up to EGP 40,000 if single or EGP 50,000 for a family, buying a fully finished home priced up to EGP 2.5 million, with at least 20% down. The loan is up to EGP 2 million over up to 25 years. These terms apply to loans approved since 15 October 2025.
Is the 3% mortgage initiative still available?
No. For new loans since 15 October 2025, the low-income rate rose from 3% to 8% and the middle-income rate from 8% to 12%. Loans approved before that keep their original rates.
Can Egyptians abroad or foreigners get a mortgage in Egypt?
The government initiative is for residents of Egypt only. Some banks offer commercial mortgages to Egyptians working abroad, and some mortgage finance companies lend to foreign residents, often for a shorter term and a lower share of the price, with proof of income. Ask each lender directly, as policies differ.
