Buying in Cairo's established neighbourhoods: Maadi, Zamalek, Heliopolis and Nasr City

The short answer

In Maadi, Zamalek, Heliopolis and Nasr City almost everything for sale is a ready resale flat, with average prices on Aqarmap, a listings site, in October 2026 from about EGP 25,000 per sqm in Nasr City to 67,250 in Zamalek. No consultancy publishes price trends for these areas. Before you buy an older flat, check the building's licence or reconciliation application under Law 187 of 2023, any demolition or restoration order, and whether any flat is let under the old-rent law, whose residential transition period ends on 4 August 2032.

Why buyers look at Cairo's established areas

In Maadi, Zamalek, Heliopolis and Nasr City, almost everything for sale is resale. The homes are already built, so you can see the flat, the street and the neighbours before you pay, and move in once the sale closes. That matters when some off-plan handovers have slipped by two to three years.

They're also central, and links are improving. The East Nile monorail runs 56.5 km from Cairo Stadium in Nasr City to the New Administrative Capital. It opened to the public in stages: 16 stations on 6 May 2026, then the rest in late June 2026, when it reached Cairo Stadium and connected with Metro Line 3.

Early ridership has been low, and we found no study of how the monorail affects prices near its stations. Treat any "near the station" premium as the seller's claim, not a fact.

Asking prices, and what we don't know

The table shows the average apartment prices per sqm published on Aqarmap, a listings site, read on 23 October 2026. Aqarmap doesn't say how it calculates them or when they were last updated, and the figures change from day to day, so treat them as asking prices, not sale prices.

Area Average asking price per sqm (EGP) Examples within the area (EGP per sqm) Note
Zamalek 67,250 Gabalaya Street 122,450; Abo El Feda 80,700; 26 July Street 52,350 Few listings, and a valuer quoted an average of 23,950 in February 2025
Heliopolis 49,450 Most streets 30,000 to 36,000; Korba 32,050; compounds 75,050 The headline is likely pulled up by compounds
Maadi 27,300 Degla 36,250; Corniche 34,600; Sarayat 34,300; New Maadi 25,950
Nasr City 25,000 Ali Ameen Street 41,450; Makram Ebeid 30,250; Zahraa Nasr City 18,050

What we can't tell you is which way these prices are moving. JLL's quarterly figures cover New Cairo and 6th of October, not these areas, and we found no 2026 resale price trend for them from JLL, CBRE or a similar firm. Some portals show 12-month changes of well over 100% for these areas, which don't fit national figures, so we don't repeat them.

To judge a flat's price, compare listings on the same street, in buildings of a similar age, on Feinh's homes for sale. Our guide on how to price a property explains why asking and sale prices differ.

What's different about older buildings

The building's age and condition. In September 2025 the Prime Minister ordered a government survey of buildings at risk of collapse: those over 75 years old are to be inspected within two and a half years, and those 50 to 75 years old within two years. Existing demolition and restoration orders are to be carried out within 6 to 12 months.

Before you agree a price, ask the district office (hayy) whether the building has a demolition or restoration order.

Building violations. Some older buildings have floors or changes added without a permit. Under Law 187 of 2023, owners can apply to reconcile these, paying EGP 50 to 2,500 per sqm depending on the area, as set by the governor, with a structural safety report where it applies. The Ministry of Housing says reconciliation brings official utility connections and a higher market value.

The current application window ends on 5 November 2026. Al Dostor and Sada El Balad reported in October 2026 that the Prime Minister has extended it for six months from that date, in a decision they say was published in the Official Gazette. We haven't seen the decision's text, so confirm the new deadline with the district office. Ask whether the building, or the flat, has applied, and keep the receipt.

The old-rent law, if the flat or building has old-rent tenants

At the 2017 census, about 3 million units in Egypt were let on old-rent contracts, more than half of them homes. Law 164 of 2025 changes these contracts. It sets a transition period for residential old-rent contracts that ends on 4 August 2032, and raises their rents by zone:

Zone New rent Minimum per month
Prime 20 times the current rent EGP 1,000
Medium 10 times the current rent EGP 400 in the law; one report on Cairo's decree gives EGP 450
Economic 10 times the current rent EGP 250

After that, rents rise by 15% a year. Until a zone is classified, the tenant pays an interim EGP 250 a month, with any difference paid later.

Cairo Governorate published its classification on 27 January 2026. In Zamalek, the Nile Corniche, Brazil Street, 26 July Street and Shafik Mansour are prime, and some other named streets are medium. In Heliopolis, the areas named, such as El-Sakhawy and Rifaa Bek, are medium, and the Abu Bakr El-Seddik housing is economic. We couldn't confirm how Maadi and Nasr City were classified, so check the decree for the street.

What it means for you: if the flat is let on an old-rent contract, the law sets the rent, not you, and a lawyer should explain the tenant's rights until 2032. Ask for the tenancy contract and the current rent, and ask how many other flats in the building are old-rent.

Papers in older areas: registered title or a chain of contracts

Some older flats have a deed registered at the Real Estate Registry (Shahr El Akary), the strongest protection. Others have changed hands for years on a chain of private contracts. A signature validity judgment (Sehat Tawqi') only confirms a signature and doesn't transfer ownership.

Registration is easier since Law 9 of 2022: the previous owner needn't be registered first, and a valid contract with five years' good-faith possession, or 15 years' continuous possession, can be registered. The fee is capped at EGP 2,000 for a unit.

If the flat isn't registered, ask for every contract back to the registered owner, with no gaps, and bills and property tax receipts in the seller's name. Have your lawyer confirm how any building violation affects registering your purchase. Our guide to the legal checks before you buy covers this in detail, and off-plan or resale helps if you're still choosing.

Questions people ask

How much is an apartment per square metre in Maadi, Zamalek, Heliopolis and Nasr City?

Average apartment prices on Aqarmap, a listings site, read on 23 October 2026, were about EGP 27,300 per sqm in Maadi, 67,250 in Zamalek, 49,450 in Heliopolis and 25,000 in Nasr City. Treat them as asking prices, not sale prices; they change from day to day, and Zamalek has few listings.

Are prices rising in Maadi and Heliopolis?

There's no measured data to say. JLL's quarterly figures cover New Cairo and 6th of October, and we found no 2026 resale price trend for Maadi, Zamalek, Heliopolis or Nasr City from a consultancy. Compare listings on the same street to judge a price.

What happens if I buy a flat with an old-rent tenant in Egypt?

The tenancy stays under Law 164 of 2025, which sets a transition period for residential old-rent contracts ending on 4 August 2032 and raises the rent to 20 or 10 times the current rent by zone, with minimums, then 15% a year. Ask a lawyer to explain the tenant's rights before you buy.

What is the deadline for building violation reconciliation in Egypt?

The current window to apply under Law 187 of 2023 ends on 5 November 2026. Al Dostor and Sada El Balad reported in October 2026 that the Prime Minister has extended it for six months from that date, in a decision they say was published in the Official Gazette. Confirm the new deadline with the district office.

How do I check if an old building in Cairo is safe to buy in?

Ask the district office whether the building has a demolition or restoration order, check its licence or reconciliation application, and look for floors added without a permit. A government survey ordered in September 2025 is inspecting buildings over 50 years old, so ask whether yours has been inspected.
